The SAMPURNA scheme (Sishu Abond Matru Mrityuhara Purna Narakaran Abhiyan) was created by the Odisha government to offer expectant mothers and girl child with access to medical treatment and financial support so they can arrive at the hospital in time for delivery.

Eligibility Criteria SAMPURNA Scheme/Yojana - 2021
- The state government has said that under the new program, pregnant women living in rural areas without access to ambulance services will directly benefit from the program.
- This means that the state's eligible areas must be those where pregnant women cannot receive ambulance services and where 102/108 services are not specified.
- The expectant ladies should be required to make their own arrangements to get to the hospital upon giving birth in order to take advantage of the program.
Important Points about the SAMPURNA scheme
- The state government will offer a financial incentive of Rs 1,000 to patients who arrive at the hospital on time and securely.
- The help provided to the women will cover the expense of transportation from their homes to the hospital.
- The state government's new plan attempts to control and reduce the infant mortality rate (IMR).
- The state government will also make an effort to reduce the state's maternal mortality rate (MMR), which typically results from problems during birth.
- After noticing several instances in the state when pregnant women were carried to the hospitals prior to delivery on cots or on the shoulders of their family members, the state administration also announced the beginning of the new scheme for pregnant women.
- The state government has already said that only women who reside in locations without access to four-wheelers or ambulance services will be eligible for the subsidy.

- The state government intends to reach more than 7853 distinct villages from thirty distinct districts within the state under the program.
- The state administration wants to help more than 60,000 women who live in rural areas.
The role of Asha employees in the plan
- The state government also wants to incorporate Asha workers' services into its plan to reduce the MMR and IMR rates.
- In addition to pregnant women, more than 47,000 Asha workers in the state will benefit from the introduction of the new program.
Application Process and Form for the Scheme
- The state government states that it is certain that the patient's family members can submit a completed application at the hospital to have pregnant women admitted.
- Through DBT payment methods, the incentive money will be instantly deposited to the patient's bank account.
